Uzbekistan Moves Pension Services Fully Online

Nov, 2026

The President has signed Resolution No. PR-355 of 28 September 2026, “On Additional Measures to Introduce Modern State Pension Services.” All pension services are to switch to interactive and proactive formats by 1 January 2027.

Some pensions will be granted proactively, without a request from the citizen:

  • from 1 November 2026: an old-age pension two years before the standard retirement age for people who lost their jobs because of staff cuts or the liquidation of their employer;
  • from 1 January 2027: survivor’s pensions.

Citizens may decline a pension granted this way.

From 1 November 2026, people who worked in hazardous or arduous conditions, and others entitled to early retirement, can apply for a preferential pension through public service centers or the Single Portal of Interactive Public Services.

From 1 December 2026, the same channels will accept applications:

  • to switch to a different type of pension; if the new pension would be smaller, the current one stays in place;
  • to recalculate a pension based on additional electronic records of service and salary from archives or organizations.

From 1 January 2027, the following will also be available online:

  • switching pension payments to cash and resuming suspended payments;
  • information on deductions from pensions, accrued amounts and voluntary social tax payments;
  • transferring a pension file after a change of residence.

From the same date, the Pension Fund will stop accepting paper documents.

From 1 January 2027, the service  («My Pension») will let users:

  • see periods of employment, full-time university study and military service that count toward their record of service;
  • estimate their future pension;
  • send electronic requests to state archives for salary and service records;
  • receive a notice one year before reaching retirement age.

From 1 October 2026, people working under civil-law contracts will automatically be credited with one year of service if they pay social tax at the rate set for the self-employed.

From 1 January 2027, people with official income may voluntarily pay social tax of 12% of the minimum wage per month to build up a record of service for non-working family members.

In addition, from 1 January 2027, when Group I or II disability pensions are recalculated, service and salary earned while receiving a Group III disability pension will be considered.

By 1 November 2026, employers will be able to record special service periods that qualify for a preferential pension in the Unified National Labor System (mehnat.uz). They will also be able to enter workplace assessment results on working conditions and equipment safety there.

By 1 April 2027, the Uzarchive agency will accept, free of charge, records of liquidated companies that were never handed over to archives, including payroll books and hiring and dismissal orders.

From 1 November 2026, pensioners will be able to open a bank card using biometric identification (Face-ID). From 1 April 2027, pensions and other payments will be credited either to a bank card or to an electronic pension wallet in a bank’s mobile app.
