Uzbekistan Holds Its First Business Census
The Cabinet of Ministers has adopted Resolution No. 557 of 9 October 2026, “On Measures to Conduct a Business Census in the Republic of Uzbekistan.” The census runs from 15 October to 30 November 2026, with 1 October 2026 as the reference date.
The census aims to build a full picture of the country’s business landscape. The quantity of operating entities, which sectors they work in, and how active they are. It is also meant to gauge the size of the informal economy. It covers every economic unit, registered or not. That includes legal entities and their branches, sole proprietors, farmers, artisans, the self-employed, unregistered businesses, and permanent establishments and accredited offices of foreign companies. Businesses set up after 1 October are exempt. Those that closed or entered liquidation after that date must still take part.
The steps of participation
- Legal entities, including permanent establishments and representative offices of foreign companies, register themselves through hisobot.stat.uz.
- The self-employed fill in their questionnaire online at census.stat.uz.
- Mayor’s assistants with tablets interview sole proprietors and unregistered businesses in person.
- At markets and shopping centers, statistics officers do the interviewing.
- If a respondent does not respond or cannot be found, the form will be completed using data from the mahalla, the khakimyats (mayor’s offices) and government databases.
A 1851 call center handles questions.
The questionnaire asks for company details and addresses, type of activity, accounting system and payment methods. It also collects 2025 data on staff, including part-timers, civil-law contractors and foreign nationals, and on expenses, turnover, investment, inventories, vehicles and warehouses. Businesses are also asked what share of revenue came from e-commerce, tourism and digital services.
All responses are confidential, used only for statistical purposes, and anonymized during processing.
Government bodies and companies with a state share of 50% or more must ensure that all their subsidiaries register. Preliminary results are due by 1 June 2027, and the Statistics Agency will publish the final figures by 1 September 2027.
