Customs Without an Inspector: Key Points of Decree UP-174

Oct, 2026

Presidential Decree No. UP-174 of August 27, 2026, approves the “Customs of New Uzbekistan – 2030” strategy. By 2030, the government wants 60% of declarations processed without human involvement, and clearance times cut to two hours for imports and 30 minutes for exports.

Already in effect. Since September 1, currency restrictions on invoice-based transactions without a foreign trade contract have been lifted. Advance payments to foreign suppliers on imports are no longer capped. Exporters no longer have to secure 50% of proceeds upfront, and exports in soums no longer require prepayment or a letter of credit. Customs has stopped checking import permits for cosmetics, food additives, chemicals and medical devices; those permits are now verified during conformity assessment instead.

From October 1, 2026. Low-risk companies will be able to offset VAT paid on imports. Fees for export clearance, phytosanitary certificates, fumigation and certificates of origin drop by 30%.

From January 1, 2027. For low-risk importers, customs value will be verified after goods are released. Minimum reference values are banned. Compliant traders get automatic release of declarations with no inspector involved. For individuals, the single customs payment will be 20% of the goods’ value, with a minimum of $2 per kilogram.

From June 1, 2027. Minor discrepancies in a certificate of origin will no longer be grounds for rejecting it. Duties and taxes paid on re-exported goods will be refunded. Tariff preferences can be restored once a correct certificate is submitted. Refunds of overpayments move online.

Open-ended customs duty exemptions will expire on January 1, 2029.

The Customs Committee is setting up a Digital Technologies Center, and Bojxona-Servis will become an LLC open to foreign investment. A single mobile app covering all customs services is due by 2028.
